The special meeting of the Board of Directors was called to order at 7:05 P.M. by Water Resources and Watershed Committee Chairman Gregg Felker.

UENRD – GWMP LB 483 RULES AND REGULATIONS:

Dennis Schueth reviewed the UENRD GWMP rules and regulations page by page with the board members. Items of discussion included: 1.33 to clarify wells being commingled; 1.41 to discuss the definition of irrigation and its means; 1.66 points c and d regarding the replacement of older wells; Rule 14 regarding commingled wells as they pertain to confined livestock operations; Rule 15 as it pertained to the Districts nitrogen certification program and classes; and, the entire document was reviewed regarding the changes due to LB 483, state statutes and making sure that referral points within the document were matched to the proper rule.

ELM MODEL – USGS DRAFT REPORT:

Dennis Schueth reviewed the ELM meeting held on February 24 with USGS in Ord. The draft report for phase two of the project has been sent out to the partners for review. Due to computer glitches and the way the information has been stored, it has been hard to download the information. A copy was downloaded and sent out to the board for their review and comments. Several questions were raised throughout the draft and supporting diagrams. A meeting with USGS was suggested to address these questions and others raised in the phase one document. The draft of phase two is currently being internally reviewed by USGS and Dennis will contact them with the UENRD concerns.
