LB 483 Rules and Regulations Public Hearing

INTRODUCTIONS:

Public Hearing Officer Dale Wiles opened the Upper Elkhorn NRD LB 483 Rules and Regulations Public Hearing at 7:08 P.M.  Dale Wiles explained the purpose of the public hearing and reviewed the process, which would be used for testifying during the hearing.  

OPEN HEARING:

The public hearing was opened at 7:08 P.M.

TESTIMONY REGARDING THE UPPER ELKHORN NRD LB 483 RULES AND REGULATIONS:

Supporting Testimony: 

Tim Knuth, Upper Elkhorn NRD Board of Director, testified in support of adopting the proposed LB 483 Rules and Regulations as the pertain to the Lower Platte Basin designation of the Upper Elkhorn NRD.  However, these rules and regulations will not pertain to the portion of the Upper Elkhorn NRD which is included in the hydrologically connected area of the Lower Niobrara Basin fully appropriated designation.  (click here for full testimony)

Dennis Schueth, Upper Elkhorn NRD General Manager, reviewed the process which required the development of these rules and regulations, the proposed Upper Elkhorn NRD LB 483 Rules and Regulations, the criteria ranking sheet to expand irrigated acres and the unofficial highly erodible land form.   (click here for Powerpoint Presentation)
