Text Box: The Upper Elkhorn NRD will be held three informational meetings to discuss the updates to the Groundwater Management Plan Rules and Regulations.  These updates  also impact the Niobrara River Basin fully appropriated designation and the LB 483 designation in the Lower Platte River Basin as it relates to irrigated acre certification and groundwater transfers.  Informational Meeting dates and times were:        August 30, 2011          7:00 PM          Atkinson, NE        Community Center      August 31, 2011       7:00 PM          Neligh, NE            American Legion Hall      August 31, 2011       7:00 PM          O'Neill, NE           RC&D Office        Public Hearing Date:      September 12, 2011    4:00 PM         O'Neill                   UENRD Office
